WINDSOR REGIONAL LIBRARY ADVISORY BOARD

5:00 pm. Tuesday, July 11, 2017

  1. CONVENING: 5:00 p.m.

Present-LAB members: Pam Arnold, Brenda Balding, “D” Graner; Alys Hay, Mike Neely.  Absent: none. Also present: Library Commissioner Randall Neff; Branch Manager Bill Coolidge; Interim Library Director Tracy Gray; Town Liaison Linda Kelly.

  1. PUBLIC COMMENTS: None
  2. APPROVAL OF MINUTES OF LAST MEETING: Corrections: “Lytton” instead of “Litton”, ‘don’t’. Addition:  “Linda Kelly commented that she had met with Director Lear (without Commissioner Neff) and the Director had advised her that he had determined that the Windsor library does not need to be as large as shown in the Facilities Master Plan.”
  3. REPORTS & UPDATES
    1. TOWN COUNCIL LIAISON REPORT:  The town has not yet issued the RFQ for the Civic Center Master Plan but they do have a list of potential developers.  Under the Civic Center Master Plan, the police would be moved to a new location with better security and still have quick access to Highway 101.  The area shown for the future library does not include parking but there are parking areas nearby.  She met with Commissioner Neff to discuss concerns about retiree benefits.
    2. LIBRARY DIRECTOR’S REPORT:   Tracy Gray was named as interim director on July 10.  She has been meeting with LABs, Friends’ groups, and division managers.  They are working on the 2017-18 budget and staffing needs.  There is a new facilities manager, Dave Tichava.  They are moving some staff to Rohnert Park because of space limitations in the Central Library building.  They are also studying what to do for the Roseland library.
    3. LIBRARY COMMISSIONER’S REPORT:   Commissioner Neff said plans for a permanent Director are in flux.  Helena Whistler is the Chair of the Commission again for the next year and Linda Garcia is Vice Chair.  There is a new commissioner for Cotati and the Healdsburg commissioner has resigned.  The Commission agreed on a new workman’s compensation insurance policy.  Mike Neely will serve as the Measure Y audit committee representative for Windsor.  Randall spoke with Linda about a mail that has been circulated concerning retiree health benefits.  The Commission has a committee studying the needs; there is a trust fund which the library has been funding but the projection of future costs is not yet agreed upon.
    4. BRANCH MANAGER’S REPORT:   Bill said they are getting used to the new hours but the change has been more or less painless.  Monday mornings seen busy.  They are remodeling the staff room to add cubicles.  There are still some problems with the front door sticking (Linda Kelly will check with the town maintenance staff) and they have new signage installed in the library.  Usage of the public internet terminals is down a bit but access to the wireless network is up since people are bringing their own computers.  They anticipate new carpeting in some areas.   There is a new book group in cooperation with the senior center.  They met with the town representative concerning joint events.  Over 1,000 people have signed up for summer reading.  There have been programs for bird house building, coding classes, rock painting, and other subjects.  They will be getting customer service training so that all branches have training in mental health and first aid.
    5. FRIENDS OF THE WINDSOR LIBRARY REPORT:  The Friends participated in Earth Day and gave away books to children.  The art show as a success with student artists; plans for a fall art show are uncertain.  Book sales are down a bit but they have been getting lots of donations.  There will be 3 more book sales at the Sunday markets.  It was suggested that we should have an insert for the books giving information (in English and Spanish) about library activities; Tracy said they are working on something like that at Central. There is a quilt raffle going on with the winner to be announced September 14.

    1. There are 2 vacancies on the LAB plus the teen representative.  Bill will check with Tiffany concerning the teen representative; contacting the college coordinator at the high school was also recommended.

    1. The library banner will be displayed at two Thursday Farmers’ Markets.
